4. Heat Wave

As mentioned, Captain Cold is one of the Flash's most enigmatic and complex nemeses and Wentworth Miller manages to bring real pathos to what is an insanely over-the-top role. So it is even more hilarious that he's frequently paired with Heat Wave (played by Miller's Prison Break co-star Dominic Purcell), Central City's resident whacky thug. Mick Rory may not have any superpowers but he does have a giant flamethrower and a fondness for fire and sometimes that's all you need to be a (fairly inept) criminal. He's another villain ripe for the punning, such as when he and Captain Cold decided to steal a painting called...wait for it..."Fire and Ice". *wild applause* The best part about that whole plot? The two villains argued and, in the heat of the moment (ahem), Rory decided to just set fire to the painting. Because he loves fire so much. Let's hope he never gets another character trait - it might ruin his wonderful simplicity.
