3. Fans Know What's Coming

The Walking Dead was unpredictable. The world was over before the show had even started, and the entire series has been documenting the new world. Nobody knows what will happen next, and if you've not been reading Robert Kirkman's comics, Season 6 is an unknown mystery which could twist and turn in any direction. However, Fear is already at a disadvantage as everybody knows the implemented army regulations will fail, defence systems will crumble and power will be cut off for good. With Fear, there is that same 'where do they go from here?' mentality, but at the same time the audience has already seen plenty of the world to come. Fans know that the world is broken beyond repair, even if the Fear characters can't comprehend that yet, and it looks like a dead certainty that the main group will turn into another tribe similar to Rick's. It's up to the Fear writers to give fans something fresh and new in Season 2 and beyond to change the question from: 'What's going to happen next in the world?' to 'What are they going to do about it?'
