2. Gotham Is A Character

Sometimes it feels like Gotham has as many looks as Batman has Batsuits. Sometimes it looks like Chicago, sometimes like Manhattan. Sometimes it looks like a Prince video, or a film-noir dreamscape, or an art-deco museum exhibit, or even a neon rave.

A new TV series would present a valuable opportunity to make Gotham feel like a real place, with it's own monuments, neighborhoods, public transit, iconic locations, and it's own unique personality.

Here's a bad example: Portlandia. While tonally different than a Batman TV show would be, Portlandia is a show that's entirely based on the local quirks and personalities of a specific town. It would be great to see a Gotham City that's fleshed out as a real place, that goes beyond just "There's a lot of crime here." Is it known for its great Corto Maltese food scene? Is there a street that has a weird number of stores that only sell wigs? Is hacky-sack still a thing there? Maybe!
