Sherlock Holmes represents the ultimate adversary. His deductive skills are second-to-none, he's highly perceptive, adept at identifying falsehood, and nearly always comes out on top.

And yet, Jamie Moriarty has Sherlock's number. She's able to fabricate an entirely false persona, seduce Sherlock into falling in love with her, and successfully feigns her death, breaking Sherlock in the process.

Prior to her reemergence in New York, Moriarty has successfully duped the world's greatest detective, despite being as close to him as it is possible to get. That alone would guarantee her a spot in the pantheon of greatest manipulators.

Add to that her ability to control an extensive and intricate criminal network, including the most dangerous of killers and feared of criminal gangs, and Jamie Moriarity can make an entirely reasonable claim to being the most adept manipulator in TV history.
