13. James Rhodes
Rhodey, War Machine, Iron Patriot... However you refer to him, the character hasn't gotten the chance to shine in the way fans of his comic counterpart have wanted, which is no surprise considering that, on film, he's a supporting piece of a trilogy that was very much Robert Downey Jr's show. Setting aside the continued debate between those who preferred Terrence Howard in the role and those who appreciate Don Cheadle's take, the character himself deserves more. As a military man, Rhodey has the potential to be a lot more than the films have provided, and though he's set to appear in Age of Ultron - an appearance that could easily be his last if Tony Stark's path needs a crucial death to set him on the path to Civil War - fans haven't gotten much insight on his future in the MCU in comparison to so many other characters. Cheadle genuinely seems to enjoy playing the character and isn't averse to stepping away from his film career now and again, to make appearances in shows like Drunk History and 30 Rock or to star in Showtime's House of Lies. With the military often crossing paths with Coulson's team, typically thanks to Talbot, an out-of-armour Rhodey could easily show up in one of a number of storylines the show could conjure up. Like Sif's appearance, too, Rhodey's interactions with Coulson and his knowledge that the latter is alive could be kept in check by a request to keep Stark in the dark so that Coulson can tell him in person.
