7. Deputy Director Bullock
Stan's boss at the CIA is very similar to Principal Lewis, in that, though he started as a relatively normal character, his true personality as a deviant drug addict came bursting forth over the years. His romance with Hayley early on raised certain questions over his morals, but this is nothing compared to what he has done since.
He refused to negotiate with the terrorists that kidnapped the wife that he constantly cheated on, he killed one of Francine's friends on a date by snapping her neck, and subsequently tried to kill Francine, and has no problem spending thousands of CIA dollars on himself and his cocaine habit. It has got to the point now that literally nothing Bullock does should be surprising any more.
Of course, easily the best part about Bullock's character is that he is voiced by the legendary Sir Patrick Stewart. The thespian has one of those voices that captures the audience's attention regardless of what he says, and in American Dad, he has been made to say some truly questionable things.
If anyone else portrayed the character he likely wouldn't be so memorable and popular, but as it is he is one of the strongest in the show's arsenal outside of the Smith family themselves.
