As mentioned earlier, the flashbacks on the show have had varying degrees of success, but certainly during the first two seasons they did serve as an important part of Oliver becoming first The Hood and then his progression into The Arrow. Season 3 stalled that somewhat, but nevertheless we did get a conclusion to the Hong Kong arc, so where will the season 4 flashbacks - because its going to have them - take us? As it was because of Amanda Waller he went to HK in the first place, it could be that season 4 seems him once again having to work somewhere on her behalf, which would be another way for the show to keep bringing that character back. Another possibility is that we see Oliver in Russia. We know he has a lot of connections to Russian gangsters, which havent been fully explored. Perhaps the season could show us how more of how Oliver become embroiled with the Russian mafia. Whatever it is, it will hopefully serve the main story and the character development of Oliver, while being entertaining in its own right. And there is one other possibility that may do that
