8. Manhunter

Kate Spencer is the eighth person to inherit the Manhunter title, and ironically, is the only female. Originally a federal prosecutor, Kate grew tired of seeing the guilty evade punishment. After super-villain Copperhead escaped custody and murdered two guards, she decided to take matters into her own hands. Stealing super-powered equipment from a police evidence room, she tracked down and killed Copperhead. Embracing her role as a vigilante, she coerced a former weapons manufacturer into upgrading her equipment and building her new weapons and armor. Gotham City had its newest vigilante, one that would later join the Birds of Prey and the Justice Society of America. Basically, Kate is like Two-Face without the horrible skin condition, obsessive compulsive disorder and...you know, not a criminal. We€™ve already been introduced to Kate on Arrow. As the District Attorney of Starling City, Kate was the lawyer prosecuting Oliver in season 1 when he was charged with being the vigilante. She reappeared in season 2 to appoint Laurel as the new lead council in the Moira Queen trial after Adam Donner€™s run-in with Count Vertigo. With criminal activity plaguing Starling City, it€™s not unfeasible to see television Kate go down the same path she did in the comics. Realizing The Arrow is producing results, Kate could begin her own vigilante crusade. If nothing else, she could use her position as DA to start assisting Arrow from inside the government, similar to what Harvey Dent and Batman once did.
