7. Guardian

Like Kate Spencer, Jim Harper found himself frustrated by criminals that continued to escape prosecution. A police officer in Metropolis€™ Suicide Slum, Harper secretly became the vigilante Guardian to catch these criminals and put them behind bars. Aided by a group of boys known as the Newsboy Legion, these boys would later grow up to be the heads of the Cadmus Project. After he was promoted to detective, Harper gave up the Guardian identity, but was later killed in the line of duty...or so everyone thought. It was later revealed that Harper had been killed by the head of Cadmus security after he discovered that Cadmus was making a clone of him. After the clone woke up, he worked for Cadmus for several years as the Golden Guardian before going out on his own. Harper already has the perfect setup for his introduction on the show: he€™s related to one of the characters. In the comics, Jim Harper is the great-uncle of Roy Harper, also known as Green Arrow€™s sidekick Speedy. Currently, Roy is dealing with the Mirakuru serum in his system and has joined the Arrow gang, but he€™s still a bit aways from becoming Speedy/Red Arrow. We know next-to-nothing about his family other than that his mother was addicted to Vertigo. Introducing Jim Harper would open up new opportunities for Roy€™s story. Forget being a vigilante, forget the clone stuff, just have Jim Harper be a relative of Roy€™s with whom he lost contact many years ago. He could be a cop that€™s transferring to Starling City and decides to look up Roy to reestablish a connection. If they wanted to push the vigilante angle, they could make him a tough cop who treats his suspects with extra force, but I wouldn€™t recommend giving Harper a costume. Let€™s leave that for Roy since it€™s inevitable it will happen.
