7. Star City Is Dying
Even with a shiny new name and welcome sign, Star City is worse off than ever. The city has no mayor after the last three were all killed and has been being run by a committee of high ranking officials, including Captain Lance. Yet with nearly all of these leaders killed by the middle of the episode, it's clear that the city is going to be in dire straights moving forward.
Lance explains to Laurel how the new train station is meant to draw tourists in but he doubts it will work. He laments that people are only leaving the city now, in the wake of so much crime and the city-wide panics that happen each year. Lance goes so far as to personally blame Oliver for bringing all of this upon the city, and while Oliver doesn't deny the blame, he asserts that now he just wants to help fix things.
It's nice that the city is starting to more closely resemble its counterpart from the comics and is just one of the smaller things that's contributing to Oliver's gradual transformation. People will always be failing the city, and now it's once again Oliver's job to stop them.
