3. Samantha Clayton

Who She Is: Samantha Clayton is the woman who managed to alienate a healthy portion of the audience in her single major appearance on the show. She is the mother of Oliver's child who hid his son from him for nearly a decade, has demanded that he lie to those he loves about the existence of his kid, and who may or may not have secretly cashed a check for a million dollars while claiming to take the high road. Why She Can't Die: Samantha can't die for purely practical reasons. Arrow is not a show on which the hero can have a kid on any sort of regular basis. Quite aside from him being in constant danger by sheer proximity to both Oliver and the Green Arrow, Oliver hasn't run out of stories so much so that he needs a child in his life to spice things up. As long as Samantha is alive, the show can have the melodrama of Oliver having a kid who pops up from time to time without needing to deal with him for more than a handful of episodes. Samantha needs to stay.
