7. Roy Harper
A character who many Starling City residents initially wrote off as nothing more than a street thug, Roy Harper was just a struggling teenager in The Glades with a moody disposition and a heart that was undoubtedly in the right place. With Thea Queen's help, he would evolve into a loving boyfriend who was able to pull himself out of his situation through employment and, in doing so, acquired the means to help the city in the way that he always wanted to - and he did so by The Arrow's side.
Like most of the show's earliest characters, Roy was an emotionally-tortured soul who often found himself going through more emotions than he could handle; he was flawed and scarred by his experiences, but becoming Arsenal gave him an outlet in which he could channel that pain into something better. To quote Oliver Queen, it allowed him to become "someone else... something else".
It's a real shame that Colton Haynes had to depart the show on a number of occasions, because he was one of Arrow's best performers, and Roy's personal struggles often grounded the show, and real, meaningful storylines like this was something that the middle seasons lacked a great deal of.
