Arrow: Ranking Every Character From Worst To Best

5. Moira Queen

Perhaps the first real Arrowverse character (other than Oliver himself) to undergo a redemption, Moira Queen was the firm and ruthless head of one of Starling City's two most powerful families and, over the course of her two full seasons on the show, she developed to an admirable extent.

The reason for this, of course, was down to the fact that she was a mother and, no matter how callous her plans may have seemed, she always had her children's best interests at heart. And it was her love for Oliver and Thea that ultimately saw her admit to her wrongdoings, warn the city that The Undertaking was coming and redeem herself to such an extent that she eventually became the mayor.

Scorned by tragic events, Moira's actions stemmed from a place of hurt and that made her one of the most flawed and compelling characters on the show. Like many in the show's debut season, she remained very human - and its characters like her that the show could have benefited from keeping around for a lot longer.

Even after all this time, Susanna Thompson remains one of Arrow's strongest performers - it was nothing short of exhilarating to watch her in action.
