4. Laurel Lance (Earth-2)
Originally introduced as a metahuman-of-the-week on The Flash, Black Siren made her presence felt on Arrow's fifth season and has been a fixture of the show ever since. Showing up to antagonise the family and friends of her Earth-1 doppelganger, she took glee in reminding everyone that she was nothing like their dearly departed Black Canary. However, too much time around Laurel's loved ones reminded her what was missing in her life.
Black Siren's journey from supervillain to superhero is undoubtedly the greatest redemption arc that the Arrowverse has ever pulled off. Though there were times it could have done with a little more visual development (it was a lot more interesting than many of the stories that wasted valuable screen-time), the character that the writers had created was unbelievably rich and this led to such an interesting dynamic between her and other characters like Quentin and Felicity.
The Black Canary we had been waiting for, Katie Cassidy Rodgers proved why she remains one of the show's strongest performers, as she managed to switch between campy villainy and raw emotion in a matter of seconds, rounding the character out as the three-dimensional person that she is.
