30. Curtis Holt
Curtis Holt was a part of Arrow for four seasons and yet failed to ever really find his footing. A variation of the DC Comics character Michael Holt, he eventually followed his comic book destiny and became the hero known as Mr. Terrific - but not before spending half a season being nothing more than essentially just another Felicity.
As Mr. Terrific, he realised some of his potential, but like we've seen on the show before, a lack of focus on his development made his sudden transformation into a vigilante hard to buy.
He was incredibly likeable and, without a doubt, a great device when it came to comic relief, but an over-reliance on the latter quickly made him feel like redundant character. Furthermore, his marriage (and divorce) to Paul was highly underdeveloped, while his burgeoning relationship with hunky SPCD officer Nick Anastas was barely a footnote - a bit like his role on the show.
