29. Rory Regan
Another of Oliver's new recruits at the beginning of Season 5, Rory Regan was undoubtedly the most interesting of the bunch.
As Ragman, he was both illusive and intriguing and, unlike Damien Darhk and Ra's Al Ghul, he was a supernatural entity that worked incredibly well in this environment. However, his real charm lay in his backstory, as the fact that he was the last survivor of Havenrock (the city that Felicity was forced to redirect one of Darhk's missiles to) led to some strong emotional turmoil within Team Arrow.
A sight to behold in the rags, and a loveable character without them, Rory was overflowing with potential. A character that was so much more than what he should have been, he still could have been much more than what he actually was - and that, alongside Joe Dinicol's infectious performance, is why it was so frustrating to see him written out so quickly.
