10. Connor Hawke
Few people remember that Oliver Queen was briefly killed off in the 90s and replaced by his estranged son, Connor Hawke. Conceived while Oliver was training at an ashram, Connor was introduced to the comics when his father returned there several years later. Connor quickly ingratiated himself with Oliver, and soon becmae his sidekick. And when the Green Arrow died, Connor stepped into his shoes. The character has since appeared in DC's Earth 2 series, taking the codename Red Arrow. Although it's unlikely that Oliver would have a grownup son in Arrow, we do know that he was a bit of a playboy prior to his shipwreck. He was even having an affair with his girlfriend's sister at the time. As the shipwreck occurred five years before the start of the show, and we're heading in to Season 4, it isn't beyond the realms of possibility for Connor to show up as a nine or ten year old boy. So while Connor might not join in on any of Oliver's mission, is very existence would throw all of Oliver's relationships into chaos.
