One thing Arrow has done well so far has been to keep things relatively light in terms of superpowers. While Smallville went in hard and fast with a new superpowered "Freak of the Week," Arrow has been taking a much more measured approach to things. But with the introduction of the Flash, there's a danger that the super-powers will start piling up. As such, the CW need to find a way to balance their characters out between the super-powered and the merely extremely dangerous. Although originally a hero, Richard Dragon has recently re-emerged as a villain in DC's New 52. The leader of a team of Green Arrow's enemies, 'the Longbow Hunters,' the character identifies himself as the son of a drug kingpin killed by John Diggle (posing as Green Arrow). After his father's death, the character sought out the League of Assassins, who trained him to be a living weapon. While intending to kill Oliver Queen himself, Richard also placed a large bounty on his head which was taken up by characters including Brick and Red Dart. The first Season of Arrow in particular saw Oliver looking to clean up the streets of Starling City, even killing criminals if necessary. Roughly three years down the line, it would be fascinating to see those actions come back to haunt him with Richard appearing to avenge the death of his father in the next Season.
