5. Jason Todd/ Red Hood

Admittedly, this is something of a stretch as Red Hood is a Batman character, but then so were Ra's Al Ghul, and Helena Bertinelli aka the Huntress, and they've both already been featured in the show. Red Hood is also one of the most notably anti-Batman of the whole Bat-family, having never really forgiven Batman for failing to save him from the Joker. As it seems likely that DC are saving Batman for their upcoming Justice League films, Red Hood is probably the closest we'll get to a Batman character appearing in Arrow any time soon. The second Robin, Jason Todd spent most of his career under the shadow of Tim Drake. Mostly remembered for his death at the hands of the Joker, he took on the Red Hood persona after dying and returning from the grave. The character already has ties to the show because his resurrection, at least in the most recent version of the character seen in the New 52, was a result of being submerged in a Lazarus Pit. Moreover, Todd is a long-time ally of Roy Harper, so a possible team-up between the two would work well within the show's premise (Harper briefly goes by the name Jason in the series when he is presumed dead, in a possible nod to the connection between the two).
