6. The Question
Mostly, people know the Question simply as the inspiration for Rorschach in Alan Moore's Watchmen. Like many comic book characters, the Question started out as an investigative journalist. With Arrow already focusing on long, drawn-out plots, scheming villains, and intrigue, the Question should be right at home operating alongside Oliver Queen and the others. The character is particularly known for being more ruthless than most other heroes, so his brutal approach would work well to contrast Oliver's on-again, off-again vow to fight crime without killing. Another, more recent, aspect of the character, introduced in DC's New 52 reboot, cast him as a centuries old criminal cursed to wander the Earth, questioning everything he comes across and seeking answers he will not find. As the CW are playing it safe so far with mystical and supernatural elements, it seems unlikely that the Question will be any more than his original, non-powered vigilante role.
