7. Azrael

Azrael is most commonly recognized as the character who took over for Batman after Bane broke his back during Knightfall. Acting as a more brutal and armoured Batman, Azrael€™s violent methods became questionable and eventually, Bruce Wayne had to come back and put a stop to them. Yes, he€™s another Batman character, and he may even be appearing on Gotham this year, but that doesn€™t mean he couldn€™t also fit into Arrow€™s world. Jean-Paul Valley is a very complex character, who is both a ruthless physical opponent and a weak, brainwashed soldier to the Order of Saint-Dumas. He€™s mostly a good guy but often falls prey to the whims of this fanatical, spiritual organization. Having him act as a lethal vigilante in the vein of Season 1 Oliver could offer an interesting conflict. Oliver would surely now disapprove of his methods but how could he justify stopping him when he once did the same thing, especially when Azrael€™s purposes are undeniably noble? These are the kinds of moral dilemmas a strong new character addition ought to present.
