8. Doctor Destiny
Initially little more than a mad scientist, John Dee upped his game considerably when he built the Materioptikon, a device that manifested dreams into reality. He would then use this technology in an effort to acquire wealth and power. In short, hes a larger-than-life villain with very simple motives, the exact type of villain that Arrow feeds on. Arguably two of Arrows best episodes, The Odyssey and The Promise, were almost entirely set in flashback. Using a character whose existence is rooted in dreams could allow for a similar framework of an episode. It could also make for a revealing journey inward, where we learn more about the darker side-effects of what he did in the flashbacks. By showing up and manipulating Olivers mind, Doctor Destinys presence could effectively pause the central conflict without feeling like the show is simply spinning its wheels. It could allow for Oliver to literally face the demons of his past and it could even allow for some former characters to pop back in for cameos. Who wouldn't want that?
