5. Deacon Blackfire
Since Arrows used up most of his villains already, were faced with yet another Batman villain making for a reasonable addition to the show. Famously appearing in a singular Batman story called The Cult, Blackfire is a notorious con artist and cult leader. Claiming to be over 100 years old, Blackfire quietly amassed a huge underground army of the homeless. Rising up out of nowhere, they begin a vicious war on crime only to eventually attempt to take over the whole city. If this sounds familiar its because aspects of the character were incorporated into Bane for The Dark Knight Rises. Considering the sad state of Star City at the moment, the inclusion of Blackfire could make a lot of sense. The city is falling apart and theres a well-known homeless problem. It would make sense that a charismatic, enterprising individual could see the opportunity that presents. It looks like Damien Darhk could be taking a similar approach but that doesnt mean there isnt space for a zealot like Blackfire to attempt to rise up as well.
