Dinah's position on this list was the hardest of them all to rank - the reason being that, even though she was featured less than previous seasons, the writers gave her the most intriguing storyline she's had since her introduction in Season 5.

Granted, that was down to the Green Arrow and The Canaries backdoor pilot, which delved into the character in a way that Arrow just never did, allowing Juliana Harkavy to shine while promising greater things to come for Dinah if the show is picked up. And it's because of that episode, that it's easy to overlook how sparsely she was used in the Crisis-heavy final season.
