For many people, Toph is an absolute favourite, and it's understandable as to why she would garner such a reception. The loveable little scamp is not only incredibly harsh and sarcastic but also unbelievably strong, and one of the team's best fighters.
Her stubbornness - which is inherently connected to her Earth-Bending - can be a little grating at times, and this ultimately leads to her never truly getting much development. We see hints now and again of changes and minor significant moments for her, but ultimately she remains the same throughout the show. Sadly because of this, she ranks lower than the others.
However, it is also important to note how critical Toph is for representation. She is clearly presented to have visual impairment from her introduction, but this is never seen as a weakness as her Earth-Bending is only so strong because of how much she relies on her connection to the earth as a substitute for conventional sight.
This kind of progressive character was a sign of how forward-thinking the show-runners were. But still, despite this, Toph ranks lower as the other roles gain more chances to develop.
