Batman Beyond: 10 Best Villains

2. Inque

Batman Beyond Return Of The Joker
Warner Bros.

The first real supervillain Terry ever went up against, Inque frankly belonged in the top three.

Being a cyberpunk dystopia, naturally a lot of episodes revolve around interpersonal politics between insanely powerful corporations, and Inque was the contractor of choice for making a company's problems swiftly go away. Inque's body is entirely made up of some kind of substance that visually resembles ink, but gives her enhances strength, the ability to liquify her body at will - rendering pretty much any physical attack useless, shapeshifting, and the power to expand or contract into any size or shape she needs to get the job done.

Inque's powers, as you can tell, are TERRIFYING, especially because she's had a long time to get used to and experiment with what she can do, and she's just cold and ruthless enough to be A-okay with crossing whatever lines she has to to get the job done.

She's a mercenary through and through, but she's a horrifyingly efficient and powerful one, with a memorable and versatile power set that makes all of her fight scenes an animation lovers' treat.
