5. Animal Act - 1998
Animal Act had an intriguing concept that could have worked with a few tweaks, but as is, it's a disappointing episode whose only redeeming feature is that it gives some more life to Dick Grayson's backstory as a circus kid.
The Mad Hatter's whole thing is headgear- namely, headgear implanted with control chips that when worn, allow him to control humans. Apparently, he spent the time since his last appearance improving his technology, as in this episode he is able to control animals of all types by simply placing a control chip on the animal. At that, he must be far more of a genius that was ever shown, as he created chips that work on reptiles, primates, and large carnivores.
Even allowing for that, how the hell can a bear use a keypad? Where do you put a control chip on a snake with no collar and smooth skin? Why would Mad Hatter go to the trouble of taking over animals when he has successfully controlled human henchmen many times? Why could a gorilla snap Robin's bolas when a massive cow in the episode 'Critters' couldn't?
Aside from a few neat pieces of trivia about Dick's life as a kid, this is a perfectly missable episode that even Bruce Timm has acknowledged is one of the worst of the series. (https://www.toonzone.net/forums/threads/most-underrated-dcau-episodes-ever.3730861/page-2#post-55451281)
