7. Nacho Varga
The scheming yet moral cartel member started off slow in the earlier seasons of Better Call Saul, but he's slowly rose in prominence as he integrated himself in the Fring/Salamanca war. After getting rid of Tuco and Hector (in one way or another), Nacho finds himself with a third Salamanca boss he can't seem to shake in the form of Lalo Salamanca. Nacho's fate in the final season is one of the most pressing cliff-hangers on the show.
Despite being a career criminal, Nacho cares deeply for his father and doesn't enjoy murder; he is not ruthless and has a clear set of morals. Despite that, Nacho has continued to grow darker with each subsequent season as his survivalist nature kicks in. His decision to let the hitmen enter Lalo's compound will surely have dire consequences for the ambitious drug runner.
His respectful relationship with Mike is enjoyable, as Nacho sees the kind of man he'd rather be taking orders from than those he currently is. The pacing of Nacho's development has been slightly erratic at times, and if he was used more consistently in the earlier seasons he would've placed much higher on the list.
