6. Jason "C.J." Stentley
You don't have to like them to appreciate how great a character they are.
Jason Stentely is undoubtedly a thorn in the side of the Nine-Nine, but unlike other characters who deliberately attempt to ruin the squad's lives, he does it entirely by accident. His ignorance and naivety turned him into the boss from hell, giving the cast plenty of issues while Jake and Holt were in witness protection.
CJ is certainly tough to watch, as his lack of knowledge in just about everything is aggravating, and his slowness can bring the pacing down. Still, he appears infrequently enough to have this work perfectly.
Having only appeared in five outings, he's always a nice change of pace for the series. This worked especially well in his debut, as he captured the sense of impatience that all viewers felt while waiting for Jake and Holt to return to New York.
Plus, he has some side-splittingly funny moments, with one of the best being his confusion with the kidnapping plan in "Suicide Squad". At least he's out of their hair now.
