4. Caleb The Cannibal
Cannibalism is far from being funny, but you'd never know that if all you knew about it was this goofy guy.
The Jake/Rosa prison narrative was one of the bravest and most exciting periods of Brooklyn Nine-Nine. Seeing these beloved characters survive the harsh prison landscape was just as amusing as it was tragic, but luckily for Jake, he had a friend to keep him sane.
Caleb comes across at first like a charming guy, making you wonder why he's locked up in the first place. But, that façade of niceness drips away after you learn that he's a dangerous cannibal. This leads to plenty of hilarious moments where Jake feels conflicted being his friend but sticks by him nonetheless, as he's got no one else.
The character even made a surprise appearance in the episode "Sicko", where he helps Jake and Charles catch a killer in a Hannibal Lecter parody. Although he does try to take a bite of them each, so as funny as he is, you certainly wouldn't want to meet him.
