2. Madeline Wuntch
"Captain Wuntch. Good to see you. But if you're here, who's guarding Hades?"
There has perhaps never been a better line to introduce a character than this.
Wuntch has gone on to become one of the most recognisable and popular characters in the whole series, so it's almost easy to forget that she didn't appear until after season one. Her rivalry with Captain Holt and the abrasive (yet creative) insults they hurl at each other could keep you entertained for hours. But, she ended up being much more than that.
The more you learned about Wuntch, the more amusing her dynamic with Holt became, as you saw moments from their past from both perspectives and got an eye into what made the two such vicious enemies.
There were also moments where Wuntch went from antagonist to hero (most notably in Suicide Squad). These took the character to the next level and kept her from being one-note.
Seeing as she has now departed from the show, her legacy will remain intact forever. Not too bad for a "fork-tongued lizard witch".
