When Captain Holt was transferred to the NYPD Public Relations office at the end of season two, the Nine-Nine were left without a Commanding Officer. In stepped their new Captain, Seth Dozerman, who made it clear from his very first words that he would be difficult to work under.

His motto was "efficiency, efficiency, efficiency", and didn't even care what Terry's name was. It's one thing not being a people person, but to say that to someone is just plain rude. Instead of people, he put his faith in numbers, and demanded that the idiots and morons working under him had to work eight times harder to keep the promises he had already made to his bosses.

After his suspected heart attack, he became even more uptight and impossible than before, handing out 'Dozer-pads' to the entire precinct, designed to help them live up to the motto he lived his life by.

After forcing staff to complete one task every 55 minutes and demanding they get back to work after 90 seconds of personal talk, Dozerman suffered a real heart attack as he caught Jake and Amy kissing in the evidence locker. He was prepared to keep them apart forever until he died just moments later. In the 13 minutes between his introduction and his death, Captain Dozerman showed just how unlikeable he was. His last words were to tell his wife he loved her work ethic, after all.
