7. Teddy Wells
When Teddy first appeared in Brooklyn Nine-Nine, there was nothing particularly wrong with him. He was an old flame of Amy's, and after they ran into each other in the Tactical Village, they decided to start going out again. It wasn't until they broke up that he started getting on everyone's nerves.
Amy, quite rightly, labelled him boring thanks to his love of Pilsners and talking about Pilsners, and he was never able to get over her. He tried to be less boring, but deep down he was still the same man he always was.
It seemed as though he may have finally been over her when he and his girlfriend, Rachel, went on a jazz brunch double date with Jake and Amy. However, he ended up proposing to his ex-girlfriend in front of his current girlfriend, and when she said no, he still tried to carry on his relationship with Rachel.
This became a running theme, as every time Teddy saw Amy, he proposed to her. This even included at her own wedding, when he was called in with the bomb squad, and several years later despite the fact that he was already married. It's one thing to be in love with someone, but this took him too far into the levels of creepy.
