5. John Kelly
When Captain Holt put his name forward for Police Commissioner, he did it because things within the NYPD needed to change. However, the man who ultimately got the job couldn't have disagreed more, and his entire regime was based around maintaining the course.
His first memo essentially set the department back decades to 'stop and frisk policing', and when Holt criticised him, Kelly began a war with the 99th precinct. He sent a spy to gain Holt's trust and secrets, he slashed their budget to essentially nothing, and he shut the bottom floor of their building just to make life uncomfortable for them.
His biggest change as Police Commissioner came in the form of the HotClues app, that was designed to allow citizens to offer tips to detectives like Jake and Charles. However, this was merely a front for money laundering, and the illegal tracking of unsuspecting people's calls, messages, and location.
So bad was John Kelly that three of the top four on this list were recruited by Jake to put a stop to him. Even after he was brought down however, he found himself a much higher paying job in the private sector, which only makes him all the more hateful.
