The 99 runs into a lot of technical issues they could use help with. They supposedly have an IT person on site but he's rarely seen on screen. What the 99 needs is an on site IT person who can handle virtually anything thrown at them. That person needs to have an incredible amount of knowledge and experience, as well as nerves of steel.

Enter Maurice Moss.

After spending many years working in IT at Denholm Reynholm, Maurice has seen it all, and he knows how to handle it. He was incredibly hard working, and truly the force behind the department. But he wasn't exactly great with people, and was extremely emotional at times. Simply put, Maurice had difficulties dealing with humans.

Working in the 99 in the dual role of IT and Holt's assistant would be a burden to Maurice in some ways. Dealing with the pushy detectives all day might be a little much for him but he would also find the job interesting. If nothing else, he might be the first person to truly become friends with Hitchcock and Scully.
