7. David Brent
There are few people who have lived on this planet who were less self aware than David Brent.
As the general manager of the Slough branch of Wernham Hogg, the perennial middle manager was clueless and inappropriate on an Olympic level. You can't even say that he meant well because he honestly didn't. Brent was delusional about who he was and what he was about, which was the source of most of the comedy in The Office.
David believed himself to be the funniest, most well liked guy in his office. Rather than being a good boss, his main goal seemed to be becoming the best friend to each one of his employees. That wasn't really the case, of course, as he wasn't a particularly likable guy. Every time his veil of ignorance came down, he lashed out at his staff.
While Brent might be able to do the job of Holt's assistant, it probably wouldn't last too long. His off-putting idiosyncrasies would grate on the Captain's personality, leading to his eventual firing. But it would be a fun ride getting there.
