5. Terry Jeffords
Terry Jeffords is the glue that holds the 99 together. Every sitcom needs a level head, especially when the characters are as wacky and frequently immature as these, and Terry Crews fills that role beautifully with a performance that is equal parts tough, hardworking and sensitive.
Jeffords brings a maturity and awareness lost to most of his colleagues, but isn't afraid to show off his emotional side or admit when he's feeling down in the dumps. Terry has a heart of gold, keeps everyone in check, and refuses to let anything get in the way of his family, job or integrity.
Outside of all this: Damn is he funny! Crews is a comedy chameleon in the role, playing Jeffords with inspired physical humour, quick-wittedness and charm.
With Terry, the show has tackled everything from PTSD to institutional racism and parenthood, and between his top grade comedy stylings and spotless dramatic chops, he's easily one of the least expendable characters in the series.
Without him, everything would fall apart, really.
