2. Anson Fullerton

52 Anson Fullerton was the man behind Michael's burn notice, he was the leader of the Organisation which burned Michael, and overall a very bad man. Appearing first in season five, he was a man unknown to Michael, yet knew everything of Michael's past, present, professional and personal life. He framed Michael for Max's murder, then acted as a stooge and tricked Fiona into killed innocent people just to gain leverage over Michael. Anson has Michael work for him, clearing traces of the Organisation, surveils Michael team and it is later revealed that he had Michael's father killed. Jere Burns masterfully portrayed the puppeteer who was Anson, yet the character had an almost unremarkable death which simply acts as plot development. Never to be mentioned again, Anson deserved better. Anson was the greatest villain the show would have, he was the man behind Michael's situation, behind the show. None could portray this level of concise and emotionally controlling evil. He had covertly manipulated many parts of Michael's life for years, I was surprised that such an important villain could be lost so easily.
