2. Deva Loka - Kinda, Snakedance

Deva Loka is home to the Mara, a monster that is significantly more scary as an idea than it is as a physical entity. Mara as the creepy force that takes over your mind? Horrifying. Mara as a big old snake puppet? Slightly less so. But more importantly, Deva Loka has one of the best indigenous peoples in all of Doctor Who: the Kinda. Although seemingly primitive, the Kinda have some knowledge of advanced technology. They were largely mute and thus communicated telepathically, with the ability to speak only afforded to a few wise women of the tribes. The Kinda avoided potential conflict through the use of an appointed jester, who would defuse any tension, which is maybe something that we should give a shot. To be honest, the Kinda could probably support their very own television show. But at the very least, they should get another episode on Doctor Who. The Mara can come too.
