3. Omega
Easily the most evil of the bunch on this list and likely to appear at some point given his importance is the Time Lord god Omega. A legend among the Time Lords, Omegas scientific expertise is what created the Doctors race. He is the scientist who enabled his people to turn suns into black holes at will, thus giving them the power to control and travel through time in the first place. He was thought killed in a supernova, but was in fact trapped in an antimatter universe where he became insane, craving revenge on his own people whom he thought had abandoned him to die alone and lost. Omega has actually tried to return on multiple occasions, once by trapping the first three Doctors in the antimatter universe and another time by using the Fifth Doctor's bio data to try and form a new body for himself. That second plot would have seen it turn back into antimatter and destroy Earth in the process. Despite being defeated twice, now that the Time Lords are back there is certainly every chance this guy is waiting in the wings as well. Given that Moffat is well known for his over arcing storylines, perhaps Omega could be the big bad waiting for the Doctor, controlling other enemies across the season? There is great story potential to be had in Omega's legend turned enemy and it would be great to see it tackled in the modern era.
