The Doctor always believes he is a merciful fellow with his "rule" of never carrying a gun - to go all lawyer on it, he acquired the one he holds in the above picture. In some episodes, he claims he can be the most forgiving to those most evil. For the most part, however, The Doctor usually roundly defeats his enemies and there's usually a death or two involved in the process. There are times, however, when our favourite Time Lord is merciful but you're sat at home wondering... why? There are times when an enemy has done things that you should never forgive. His mercy has also put others in danger unnecessarily. For someone who saves the universe as a life, surely he should not be putting innocent people in danger with his mercy. Others have just been plain awful to The Doctor personally and yet he still wants to forgive. He can be a frustrating man to watch. It's no wonder his greatest foes just keep turning up again.
