The Doctor always believes he is a merciful fellow with his "rule" of never carrying a gun - to go all lawyer on it, he acquired the one he holds in the above picture. In some episodes, he claims he can be the most forgiving to those most evil. For the most part, however, The Doctor usually roundly defeats his enemies and there's usually a death or two involved in the process. There are times, however, when our favourite Time Lord is merciful but you're sat at home wondering... why? There are times when an enemy has done things that you should never forgive. His mercy has also put others in danger unnecessarily. For someone who saves the universe as a life, surely he should not be putting innocent people in danger with his mercy. Others have just been plain awful to The Doctor personally and yet he still wants to forgive. He can be a frustrating man to watch. It's no wonder his greatest foes just keep turning up again. 10. The Monk Lives To Meddle Again
In 1965, the first Time Lord, other than The Doctor, was introduced to Doctor Who. Except this man was not a hero, he was a villain. The Monk was breaking the Time Lord rule of interference, on a grand scale, for his own amusement. Helping the builders of Stonehenge with anti-gravity lifts, gave Leonardo Da Vinci aircraft tips and placed £200 in a bank in 1968 before collecting it 200 years later for a nice tidy sum. His main plan here was to stop the Norman conquest of England to guide the country into a new age of technological prosperity. So he lied, cheated, meddled and stole his way around a Northumbria village, gaining their trust by pretending to be part of the clergy, caused the villagers pain with dealing with Vikings and even imprisoned The Doctor. So how does The Doctor punish him? He leaves him stranded in the same village he had meddled with. I can't imagine they were too pleased with that. Carry on, again, Monk.
