This doesn't necessarily mean Torchwood itself; it could refer to any alien-research or alien-fighting group, including U.N.I.T. (see 10, above) or some other, private organization, like some other version of LINDA from "Love and Monsters," but perhaps with more funds and somewhat more influence - if rumors are true, this would be an excellent way to reintroduce The Master in Season 8, leading such a group and working his way toward an ambush of his archenemy. Placing him at Coal Hill School in Shoreditch would seem like a good tactical move, considering various bits of mysterious activity known to go on there (or near there, in the junkyard at 76 Totters Lane), as well as some of the unusual habits to which the Chairman of the Governors has taken, after hours. Of course, that chairman has a name familiar to those in the audience who know the original series well: Ian Chesterton, one of the Doctor's original companions. With one of the more recent Doctor's current companions, Clara Oswald, teaching there as well, there could be something afoot worth investigating. Of course, this could all be some sort of coincidence... but really, how often are accidents "happy" in the Doctor Who Universe?
