During the events of Remembrance of The Daleks, it is revealed that the 1st Doctor not only absconded with a Type 40 Tardis, but also pocketed a weapon capable of destroying planets! When I leave a place because I'm bored, I might pocket a few sweets. But really, who steals a weapon of mass destruction when they're bored? Let's consider the Doctor's crimes. He essentially stole a military vessel, kidnapped a minor and stole a weapon of mass destruction all within 24 hours. These aren't crimes you can chalk up to youthful indiscretion. No wonder the Time Lords were so eager to give him the death penalty.
