When Peter Capaldi was cast, some fans made a lot of the fact that he had already appeared in the Whoniverse twice before. First as Caecilius in 2008s The Fires Of Pompeii, and then as civil servant John Frobisher in Torchwood: Children Of Earth a year later. Opinion is split on this with some fans being happy to ignore it as many actors have played multiple characters in Doctor Who before, while others think that the Twelfth Doctor should have been a completely new face. But while fan theories for Capaldis hat trick of appearances are cropping up left right and centre, it will be officially addressed at some point. Though only very subtly as Moffat doesnt see it as a big issue. Whatever this rationalisation for the three Capaldis will be, its mainly the work of former showrunner Russell T Davies. When Capaldi was cast, Davies contacted Steven Moffat with an idea he had when making Children Of Earth for why this particular face is cropping up so often. Moffat liked it, deciding that would it fit with what he was writing, and wrote it into one of the Series 8 scripts. Hopefully it will be a better explanation than Freema Agyemans two characters being identical cousins though.
