10. Frontier In Space (Episode 4)
As memorable villains go, the Ogrons weren't exactly top-notch. They only appeared in the Jon Pertwee era and fortunately, have yet to be revived for the new series. They weren't very bright and mostly communicated in grunts, and featured some very unfortunate makeup and 70's style jumpsuits. All things considered, they seem more like a race that one would see in the background of a Star Trek episode than Doctor Who. They star in the tedious Pertwee episode Frontier in Space, featuring mainly as pawns of both the Master and the Daleks. This story is so completely unremarkable, the cliffhanger for the end of Episode 4 consists of an Ogron... sitting in a chair. And that's it. The camera fades from a shot of the Master in his cell, lying next to a bleeping remote control, and pans to a shot of an Ogron from behind in an office chair, looking intently at a control panel. Credits follow. What makes this so infuriating is that it barely even qualifies as a cliffhanger, the definition of which at least implies some level of suspense. There's not any to be found here, nor in the rest of this snoozer.
