6. Ben Aaronovitch
Despite having the name to make a name-badger maker cry, Aaronovitch was one of the key instigators of the Cartmel masterplan and probably would have gone on to become script editor. In fact, Cartmel writes in his book about his era that hiring him was the moment the series turned around. It would be great to see him renovate the new series and have the Doctor talk Missy into jumping out of the airplane in Death in Heaven. He already has an episode planned out, too, since his 1989 serial 'Battlefield' was centred around the Doctor becoming Merlin at some point in his future. It would fit both Moffats timey-wimey obsession as well as his idea of the Doctor as some sort of God and from a fairytale. It would tick just about every possible box for new and Classic Who fans alike.
