1. Everything The Doctor Does To Try And Save Clara In Hell Bent
Most of the worst things this Doctor did could have come just from this episode, but instead of pick out everything bad the Doctor does in Hell Bent, it's easier to just put the whole episode at number one.
In Hell Bent, the Doctor is still suffering from grief over the loss of Clara and decides to break all his own rules save her. He uses Time Lord technology to pull her out of her timeline and is told that doing this could risk fracturing time as her death is a fixed point. When told this, the Doctor, who appals the use of guns and violence, shoots the Time Lord General, causing him to regenerate.
He then steals a TARDIS and travels to the end of the universe to keep Clara safe. He even plans to wipe her memory of him against her will so the Time Lords won't find her.
Eventually the Doctor does come to his senses but only when talked down by both Ashildr and Clara. If not for them, he could have risked destroying the entire universe.
This is not just one of the most selfish things that this Doctor did, but one of the most selfish things any Doctor has done. Making this easily the worst thing that the Twelfth ever did.
