1. Other NuWho Doctors Might Be Involved
The fact that the classic Doctors were featured so prominently in Jodie Whittaker's finale arguably takes them out of the running for an appearance in the 60th anniversary. If that is the case, then the modern Doctors (along with Tom Baker's Fourth) are the only players left on the board.
Interestingly, Chris Chibnall recently hinted at this in a chat with the Mirror, where he stated that he didn't use any NuWho Doctors in The Power of the Doctor because "I didn’t want to tread on anything that might be happening in future."
That doesn't automatically mean that the 60th anniversary will feature the likes of Eccleston, Smith, Capaldi, and Whittaker (or even David Tennant as the Tenth Doctor, as well as the Fourteenth). Chibnall likely had no idea what RTD had planned for the 60th when he wrote The Power of the Doctor.
