Doctor Who: Every Doctor Ranked From Worst To Best

14. The Fugitive Doctor (Jo Martin)

One of the most controversial things to come from Chris Chibnall's era as showrunner was the Timeless Child arc, establishing that our understanding of how many regenerations the Doctor had gone through was way off. This was first displayed with Ruth Clayton, played by Jo Martin.

Fugitive of the Judoon revealed that lighthouse-dweller and tour guide Ruth was, in fact, an incarnation of the Doctor. She had used the Chameleon Arch to hide from Division, a secret sect of Time Lord society, one which had recruited her in the past, forcing her to hunt down other fugitives from justice.

Martin plays the role with gusto, returning several times to either help the Doctor, or those around her. It's unclear at this point whether she will return in the future, as the franchise has passed back into the hands of Russell T Davies. It would certainly be a shame if we never saw her again, but at least we've been gifted with a great performance already.

Her costume is pretty sweet too, we must say.
