Kess took immense sadistic pleasure in making the Oods' lives an abject misery, and roared with monstrous glee as he chased the Doctor down using a giant container grabber. And you thought the claw crane game at an arcade was evil.
Bearing in mind Kess smirked when preparing to watch the rabid Ood gassed to death, it's only fitting that that intended fate for the Ood should befall him.
